What 20 KB per page means
20 KB is very tight for a full page, so the tool lowers quality and, if needed, the image size until each page lands under the cap. Large body text stays readable, but fine print and detailed diagrams will look soft.
If the page is mostly small text, set the tool to Print detail before converting so the rendering starts sharper, then let the compression bring it under 20 KB. For more headroom, try the 50 KB version.

The PDF is rendered with pdf.js in your browser, so a private document is never uploaded. Each page is drawn to a canvas, compressed to the target, and handed back locally.
A single page downloads as one JPG, and a multi-page PDF arrives as a ZIP. You can also compress an existing JPG to a KB target if you already have the image.
