The honest reason this converts to JPG
PNG keeps every pixel exactly, with no quality to give up for a smaller file. That makes a precise 100 KB target impossible while the file stays PNG. JPG is lossy, so the tool converts to JPG and steps the quality down until the byte count matches 100 KB.
Because JPG has no alpha channel, transparency is replaced with a white background during the conversion. For a screenshot or a graphic on a solid color, that change is usually invisible, but for a cut-out logo it is not.

When you should not convert
