Why the format has to change
PNG stores pixels exactly and discards nothing, which leaves no quality to trade for a tighter size. Landing precisely on 200 KB while the file stays PNG is not possible. JPG is lossy, so the tool converts to JPG and lowers quality in small steps until it reaches 200 KB.
JPG carries no alpha channel, so transparency turns into a white background during the conversion. At 200 KB the JPG keeps plenty of detail, which makes this a solid route for screenshots and flat graphics, just not for images that rely on see-through edges.
