What OPSC and the Chhayan portal ask for
The Odisha Public Service Commission runs the Odisha Civil Service exam, once called the OAS, along with Assistant Section Officer, medical, and engineering recruitments. You apply through the separate opscechayan.in portal rather than the main OPSC site.
A photo near 200x240 pixels at a file size around 20 to 100 KB and a signature near 140x60 pixels at roughly 10 to 50 KB are commonly cited, both as JPG on a white or light background. OPSC stresses JPG, so a PNG is a frequent cause of rejection.

These figures come from secondary sources and differ between cycles, so open the photograph instructions in your specific advertisement and follow those numbers.
Three files, not two
Beyond the photo and signature, many OPSC recruitments ask for a left thumb impression in blue or black ink on white paper. Treat it like the signature: scan it cleanly, then resize to the right pixels and compress to a KB size so it fits the cap.
Prepare the photo the same way, keeping a clear front-facing face on a plain background with no cap or dark glasses. OPSC also expects proof of Odia-language qualification at later stages, so keep that document ready separately.
Each file must be JPG, not PNG. The resize and compress tools both output JPG, so running your files through them also fixes the format. The tool changes size only and cannot replace a coloured background.
